That actually can happen. That is entirely possible. Try again, Yoherz.

No. Because you have to turn down both Pepitta and Roger to make room for the Nel/Albel combonation. This makes it so that there is enough room for both of them. The extra of Nel or Albel takes up the empty space and therefore Adray cannot be taken in.

No...Adray is one of the party members you MUST have by the end of the game. They give you no option on whether or not you can get Adray. The game forces you to take him with you...so yes, the party is very very possible.
