Not always. It just says more spikey/outrageous hairstyle the more Important to the story line he is. Some villians may have some screwed up hair and of course they will be important to the story.

Well, that's the thing. Sephiroth had straight, long, good looking hair. Nothing outrageous about it.

In some parts of life, you can reach the max level of 99, whereas someone else in another part of the world can reach level 999 and kill you with their pinky.
