Yeah. Just look at the fenrir keyblade in KHII. It has 7 Atk and 1 Mag. The Ultima Only has 6 Atk and 1 Mag.

Actually the Ultima keyblade has far more magic than that. It's practically made for magic since it has MP Hastega and the Fenrir is made for attacking. ultima weapon is made for using magnega ontop of King's Rock with all of those bird things.
