Start a community, offers downloads?

So the question here is
If you start a community, let us see... .Ummmm. gaming community, then you probably want to offer something to the registered users there, which happens to be downloads. Can be anything, mp3s, videos & anime.
Then again, is this illegal? I mean, do other people got license to stream and share the likes? I see other sites offers anime, videos, programs etc, and why aren't they in problem with the authority?

Ah. This is from the disclaimer clause in the forum. It goes something like, "By downloading this material you agree that you already have the original version and are only downloading this as a backup..." something something.
Yes, it's illegal for players to download it improperly (without the original, or whatever the clause says), but the site and/or forum is not at fault for the misuse of their download feature.
