I don't know... Maybe because FF fans where expecting something better. I mean, after FF7 and FF8 which have amazing stories, FFIX falls back a little, but I liked it too. And then Final Fantasy X was here with all those new appealing and smooth graphism and cutscenes, and might have led people to "forget" Final Fantasy 9....
