I think so, but that's not my point. Regardless, the blade itself is a weapon and he can be arressted for carrying a concealed weapon. On a swiss army knife, the blade is only a part of it and is not considered a weapon since it's a tool so he won't get arrested for carrying it. The only downside to it is that once he points it at someone, it's a weapon, but if it's in self-defense, then it's acceptable and is not concealed as long as he points it at them in the open rather than from behind his jacket or something.
Once he has a good blade on 'em, he can practice and work up some nerve. With the people as he said that are very fearful for their life, all he would have to do is pull out his own knife and the guy would freak out from the unexpected retaliation.
Even with a little help, he and his friends could practice being attacked (by each other, of course) to get used to the situation and be able to react without freaking out every time.
