Yeah, but if you do that, then you can't get Nel. That's the problem. He wanted to get Nel, Albel, and Peppita.

No no. You can choose to get him before you get Adray and he'll fill up that spot. Also, just by turning down Roger he should have an extra space (not 100% on that, been a good while since I've played) that Albel can jump in on.
