You're confusing me now
I know you can get Albel on disc two - but you can get him early on disc two or later by fighting him
What I meant is you can trigger the event that will make him join early on disc two by doing the inn event on disc one
If you don't do the inn event on disc one and Nel or Roger shows up early on disc two during the events involving Biwig then yeah you can choose to go and fight Albel to make him join you as long as you don't have Peppita. If you do have Peppita he won't join because there isn't enough slots - Adray and Mirage's slots are reserved and the game knows about them even though they haven't joined yet.
So ... all lew has to do is decide whether he wants Nel/Peppita or Albel/Peppita or Nel/Albel
Though from what he posted it seems he got Nel/Peppita already but had made extra saves - I'm not sure exactly when - if it was before he chose to take Peppita then yeah he can reload and then choose not to get her and then go and get Albel. Or if his back up save is back on disc one he could get Albel to join early disc two and then get Peppita or Nel later
