Ah. This is from the disclaimer clause in the forum. It goes something like, "By downloading this material you agree that you already have the original version and are only downloading this as a backup..." something something.
Yes, it's illegal for players to download it improperly (without the original, or whatever the clause says), but the site and/or forum is not at fault for the misuse of their download feature.
