I made mine recently...

Basics of basics, you must have, CPU, Motherboard, RAM, GFX card and PSU.
I would go to C2D intel processors, they are much better than AMD right now.
The E4300 is a really nice choice if you overclock your computer.
Check this article, it tests the new Intel CPUs but the E4300 is there.

With only $700, you can make a real machine...
